Sounds of War - Echoes of Peace

This article identifies the forces that drive humankind to initiate violent interactions and provides recommendations to minimize their occurrence.

Knowing the catastrophic consequences of wars both to themselves and those they attempt to destroy, humankind continues to engage in them.  There are some who are confounded by these destructive actions.  After all, have not human beings placed themselves at the pinnacle of the evolutionary scale justifying this placement on human traits stressing cognitive functions that have produced intellectual, logical, rational beings who have clarified so many mysteries of the universe? Creatures with such endowments could never allow themselves to engage in violence of any kind never mind wars. If this perspective is accurate then why do wars occur? That question will be answered further along in this article. However before addressing it some background information regarding human interactions must be provided.

It is true that human beings perceive themselves as reasonable creatures, and there is no question that they can be at times. However, human interactions for the most part are not determined by reason, logic, and intellectual capability. They are determined by survival and socializing forces, neither of which relate to cognitive abilities. Each force incites specific motivators which initiate specific behaviors under specific circumstances. Survival forces are called into play whenever human beings feel that their lives and well-being are threatened. The motivators, behaviors, and circumstances that incite them constitute the Survival Behavior Set.

Survival behaviors prevent the formation of social units. Social units offer strengthened resistance to attacks and joint efforts that maximize human productivity. Humankind has developed a behavior set which allows them to form social units. This behavior set constitutes the Socialization Behavior Set. In well-functioning social unit motivators from this set neutralize survival motivators and initiate socialization behaviors. Unfortunately the strength of the survival force is such that it may overcome socialization force influences leading to initiation of the survival behavior set. However, in a well-functioning social unit, socializing forces usually can exert their influence neutralizing the effects of the survival force. If it cannot completely neutralize that force, it usually can modify it. Such modifications give rise to such attitudes and behaviors such as prejudice, defacement and exclusion to name but a few.

The ability to neutralize the effects of survival forces varies from one individual to another and is influenced by three factors: Cognitive Function; Genetics; and the Environment in which an individual is raised.  It is the interplay of these three variables that they determine how one human being will relate to another. With this background information it is time to address the question raised in the article's first paragraph i.e. why do wars occur?

There are four survival behaviors incorporated in the Survival Behavior Set.  Of the four the most destructive is Unlimited Aggression. Unlimited Aggression is motivated by raging fury and leads to total destruction of anyone or anything that threatens a human being's existence. Raging fury's intensity is such that coherent identification of the predatory threat is frequently obscured. Thatobscurity often leads to the death of innocent men, women, and children, as well as total destruction of their property.

Unlimited Aggression can be directed by one sub group of society against another as African-Americans in Los Angeles against police and Caucasians in 1992. These violent interactions are called riots. When they occur against the government by an organized sub-group of society, they are called insurrections. Whenever they are directed by one nation against another, they are called wars. However, all share the same action i.e. Unlimited Aggression, albeit on a different scale.

It is not likely that these violent interactions can be totally eliminated given the strength of survival forces. But it is possible to create environments that would minimize their occurrence. This article identifies areas of conflict which could benefit by the creation of such an environment. Since differences between human beings strengthen survival forces and weaken socialization ones, whereas commonalities strengthen socializing forces and weaken survival ones, it would have to be an environment that minimizes differences and maximizes commonalities.

Two of these areas can be found in the Middle East. They are the Arab-Israeli conflict and the Shia-Sunni conflict. The third one is international terrorism and the fourth one relates to circumstances existing in the United States of America today, where many government policies strengthen survival motivators rather than socializing ones. Of the four survival behaviors only one, Unlimited Aggression, will be discussed in this article as it is the behavior that drives all riots, insurrections and wars. It must be curtailed in order to bring about peaceful interactions. In order to accomplish that end, survival force influence must be weakened. Since differences strengthen survival and commonality strengthens socialization, commonalities between the warring parties must be identified. Two commonalities shared by those engaged in the Arab-Israeli conflict are acceptance of a common ancestry and acceptance of the Book of Genesis. This commonality can be utilized to develop a pathway to peaceful resolution to their conflict by carefully reassessing the Covenant of Abraham on which both Arabs and Israelis base their claim to the "promised land."

The commonality shared by Shia and Sunni populations is Islam. Although there may be some disagreements regarding each denomination's interpretation of Islamic standards and codes, there is acceptance of the Koran and the Hadrith by both parties. That shared acceptance can be utilized to establish a very different caliphate than the one that existed prior to World War I. a caliphate which could resolve the differences between the two populations and establish peace.

International Terrorism does not lend itself to a commonality approach to minimize survival force influence and unlimited aggression. The reason is that there are no international codes and standards in place that all nations must follow. However, it is clear that such international codes and standards must be established in order to create  commonality on an international level. The United Nations has that capability, and can begin to explore creation of these codes and standards which could promote international unity and decrease the influence of survival forces. They can also explore the possibility of developing a common international language, which would allow all the world's peoples to communicate with each other as nothing arouses survival force motivators more than an inability to understand or speak with another human being.

Although there has not as yet been overwhelming Unlimited Aggression between United States citizens, the government's policies which strengthen differences between sub-groups of society and the favor one sub-group over another has shifted attachment away from the national community to the sub-group to which the individual belongs. There are numerous sub-groups in all nations. They include groups of individuals who share a common religion, ethnicity, race, sexual orientation, a particular handicap or disability, a common military experience, a common interest, etc. Unfortunately individuals lacking the characteristics required for them to belong to a particular sub-group are often perceived as different, therefore predatory and dangerous, a perception which strengthens survival forces.  Should they initiate Unlimited Aggression, United States citizens may have to contend with riots, perhaps insurrections, and possibly civil war. There is only one way to prevent these tragic possibilities, and that is for the national government to strengthen ties to the national community by emphasizing and restoring the commonalities shared by all citizens of the United StatesArticle Search, not only by members of the nation's various sub-groups.

Alison-Madueke Bags Howard University Centennial Achievement Award

The Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke get Howard University Centennial Achievement Award.

The Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, over the weekend declared that Nigeria's oil industry has the potential to alleviate global supply issues if fully developed to assume its natural role as a major strategic lever in the global economic and security space.
 
Mrs. Alison- Madueke hinted that in the years ahead Nigeria will expand its Liquefied Natural Gas (LNG) capacity from current 26 Million Tones Per Annum, (MTPA), with additional 20 MTPA through the planned Brass LNG. The Minister made the submission while delivering a memorial lecture on, The Strategic Importance of Nigeria's Oil and Gas Industry to Global Security and World Global Economy, at the Howard University, in Washington DC, United States.
 
Alison-Madueke, an alumnus of the University, was also conferred with the Centennial Achievement Award by the College of Engineering, Architecture and Computer Sciences of the Howard University.   In the presentation, the Minister argued that Nigeria's oil and gas reserves, estimated at 37billion barrels and 187 trillion cubic feet, respectively, and its leading role in the regional and continental spheres placed it in a position to "provide a low hanging mechanism to address global security challenges. She noted that with energy in the heart of every economic, environmental and development issue, it has inextricably become linked to global security and the economy, adding that current volatility and exceptionally high energy and commodity prices exacerbate current global financial crunch and economic meltdown.
 
Mrs. Alison-Madueke noted that issues relating to rising energy demand and increasing concentration of supply, high oil and gas import bills, rapidly progressing climate change, food security and global terrorism have equally compounded the issues. As a result she maintained that the oil and gas industry is cardinal to global economic stability and security, adding that these called for "expansion and diversification of supply, a shift towards more cleaner fuels such as natural gas, leveraging of energy resources particularly in developing countries to fuel major domestic economic growth to forestall the vulnerability to terrorism or poverty." "It is against this backdrop that Nigeria's oil and gas industry features as a major strategic lever in the global economic order and global security," she added.
 
This, she maintained, is because the Nigerian petroleum supplies are strategically located in the heart of the Gulf of Guinea, one of the three most important future hydrocarbon regions of the world, after the Middle East and the Soviet Union, as well as the fact that its location is proximal to major consuming centers such as the USA and Europe. "More importantly, it benefits from the absence of narrow ship maritime lanes known as choke points such as the Strait of Hormuz in the Persian Gulf or the Gulf of Suez.
 
Preservation of these choke points has been responsible for some of the world's most visible tensions," she added. Apart from developing its oil wealth, Alison-Madueke told the Howard University community that  the President Goodluck Jonathan's administration is equally leveraging on the nation's abundant gas reserves through gas infrastructure development to stimulate rapid domestic and regional economic growth and grow liquefied natural gas, LNG exports.
 
In addition to building a gas based domestic industry, through gas to power, petrochemical and fertilizer plants, Mrs. Alison-Madueke said Nigeria also intends to expand its Liquefied Natural Gas (LNG) capacity from current 26 Million Tones Per Annum, (MTPA), with additional 20 MTPA through the Brass LNG, which final investment decision, she said was fast approaching. The Minister said Nigeria currently aspires to grow her crude oil reserves to 40 billion barrels and increase production capacity to 4 million barrels by 2020.   
 
'The Nigeria deepwater and shallow offshore have shown to be highly prolific. With expansion of capacity by almost 1million barrels per day over the next few years, Nigeria can significantly contribute to global supply additions and diversification, thereby alleviating the challenge of supply concentration around the Middle EastArticle Search,' the Minister stated.

Killing The Monster Of Petrol Subsidy In Nigeria

If there is anything the recent House of Representatives public hearing on the petroleum products subsidy established firmly, it is the fact that abuses in the importation and payment of these products have been going on for many years.

If there is anything the recent House of Representatives public hearing on the petroleum products subsidy established firmly, it is the fact that abuses in the importation and payment of these products have been going on for several years.

The fact that the abuses have been going on for years should not surprise anyone. Before the restoration of democratic government in 1999, for instance, Nigerians were subjected to years of not just long queues at petrol stations but also imported inferior petroleum products. The off-specification fuel damaged vehicle engines and also affected the health of our people, with a number of those afflicted by respiratory problems like asthma and bronchitis reported dead; medical experts speculate that the inferior petrol, which had an offensive smell, could cause cancer.

The abuses in the importation of the petroleum products were such that the then Group Managing Director of the Nigerian National Petroleum Corporation, Bayero Dalhatu, had to publicly state that there was a large scale importation of petroleum products without the NNPC being aware of it, let alone being the source. Dalhatu, an engineer, argued that there was no way the NNPC, a professional and responsible organisation, could have allowed the importation of dangerous products into the country.

It was later discovered that the off-spec product was brought into Nigeria by a politically well connected family. The family was, in fact, importing all the petroleum products. Because of the huge demand – given the country's population of 130 million then, this family could not cope. The result was perennial scarcity of fuel, which gave rise to long and endless queues at petrol stations, as well as arbitrary price increases in most parts of the nation.

Analysts believe that the fortune, which this family was making from fuel importation accounts for the government's failure to carry out a proper Turn Around Maintenance (TAM) in the 1990s in each of the nation's four refineries located in Port Harcourt, Warri and Kaduna. The contract for the Old Port Refinery, with a capacity to refine 60,000 barrels of crude oil per day and the New Port Harcourt Refinery, with a capacity to refine 150,000 barrels of crude oil per day – was given to a third rate European company. The other TAM contracts were also awarded to inexperienced firms, both local and foreign.

It is necessary to restate these recent facts about the management of the downstream sector of the Nigerian petroleum industry because all of a sudden the impression is being created in some quarters that the problems, which the Nigerian public has witnessed in the importation and payment of petroleum products in Nigeria are a new creation. The impression is utterly misleading.

The problems of fuel subsidy are not new. They existed long before President Goodluck Jonathan came to power. In fact, the Petroleum Products Pricing and Regulatory Agency (PPPRA) was created by the Chief Olusegun Obasanjo administration as part of a serious effort to solve this long standing problem. But instead of PPPRA being the solution, it is a pity that the PPPRA itself was to become one of the problems. Even the late President Umaru Yar'Adua was another leader who grappled with the problem of subsidy abuses without success.

Much as the government decision to end the payment of fuel subsidy on January 1, 2012, may not be very popular because of the timing and the economic hardship facing our people, President Goodluck Jonathan must be commended for not just uncanny courage but also for his sincerity of purpose, because he looked back, saw that his predecessors had been unable to stop the subsidy abuses and, rightly or wrongly, he took the bold decision to end the rot once and for all.

As regards sincerity of purpose, another key government official who deserves commendation is the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke. Most petroleum ministers we have seen in this country have not been interested in petroleum subsidy removal simply because of their private benefits. They have over the years used fuel importation to empower and reward party loyalists, family members and friends, which profoundly hurts Nigerian citizens. In other words, it is not in the personal interest of a petroleum minister to remove fuel subsidy. For daring to be different Mrs. Alison-Madueke deserves kudos.

Looking back over Alison-Madueke's tenure as minister, it is easy to see a consistent pattern of trying to solve this problem. Even before the issue of subsidy removal came up, the minister insisted on getting the original builders of Nigeria's four refineries to carry out the Turn Around Maintenance. The reason for choosing the original builders is to end the practice where the refineries fail to work even after TAM has just been done because of the low calibre of the contractors. The original builders of the refineries are world class engineering firms. Therefore, they have a reputation to protect.

By the time the TAM is concluded within one year, even if there are not enough petroleum products for local consumption from the four refineries, which collectively have the capacity to refine 445,000 barrels of crude oil per day, the demand for imported fuel will reduce drastically. This development will have an immediate salutary impact on the country's expenditure on fuel subsidy and on our foreign exchange reserve, as well as on employment and business opportunities for the Nigerian people.

In response to the problems that had been brewing in PPPRA, Mrs. Alison-Madueke inaugurated last November a new team at the PPPRA with the mandate to clean up the mess. Since then the new PPPRA management has taken some critical steps to sanitise the importation and payment of fuel and their efforts have been highly commended by industry watchers.

Not even the most dedicated opponent or critic of President Jonathan can fail to acknowledge that his administration has demonstrated impressive courage and selflessness in tackling the challenge of importing and paying for fuel in Nigeria, which has been draining Nigeria's national treasury for well over 10 years. If only previous government officials had displayed such commitment to the common good, the petroleum subsidy issue would have been resolved long ago, or would not have risen at all. The President Jonathan administration hasArticle Submission, once again demonstrated the virtue of placing national service above parochial and personal interest. We are impressed.

Using nap mats can be more than just about comfort, they can also be used as protection from less than clean surfaces.

People with young children might have nap mats for them to sleep on when they go to the babysitter's house or to grandma's for a visit, but those little mats might come in handy for times when germs are a serious issue as well. Depending on the type that you have, you might find some other uses for your child's current or cast off mat.

No Sleeping on the Floor and Other Germ Protection

If you are taking your kids for a trip, there might be times when you have to sleep in some interesting places. Convincing a child to sleep on the floor may or may not be very easy. Some might crawl into a sleeping bag and go right to sleep. Others might choose not to sleep at all. If you are worried about your child sleeping on the ground, you can use the sleeping bag on top of the mat, which not only cushions them a little bit but keeps them from getting damp or cold from being directly on the ground.

In a hotel room, you might choose to use a mat on the bed so that the child is not laying directly on the mattress, even in the cleanest place. When you are home from your trip, you can simply hose off the mat before bringing it home just in case there are problems with bed bugs.

Too Many Kids Can Mean Problems

Having a few mats on hand can also keep the kids from passing germs and other unwanted pests back and forth when they spend the night with one another. One sleepover with a few little kids can mean hours of work when they go home with head lice. No matter who may or may not have started the cycle, everyone has to be treated, along with all of the bed clothes to prevent them from coming right back.
